Joshua is a mind reader - he regularly reads other's surface thoughts in order to get a better read on them or pick up on information he ought not to know.
He cannot delve into people's minds and pick out information they aren't actively thinking about.
Joshua can also use the power of suggestion by "Imprinting" key words or phrases into a person's thoughts in an attempt to influence their decisions.
The way these suggestions are interpreted are highly subjective and up to the interpretation of the person receiving the word or phrase. Think Inception but the person isn't necessarily asleep! More similar to a "burst of inspiration" like the feeling of "eureka!"
